The father has to be color blind. A normal seeing man cannot father a daughter who is color blind. He only has one "x" to give, so if he's a normal seeing guy, that "x" will be the dominant gene of seeing normally, which will overpower the "x" gene from mom, even if hers is the recessive "x". If Dad is colorblind, he's giving his daughter the recessive "x", and if mom gave a recessive "x" as well, then that girl is colorblind.

I think for that to happen, both parents have to be carriers of the gene.
