You may just have a bumpy scalp...do you have any skin conditions like eczema or psoriasis? If so you could treat it with meds.
Otherwise, they might be sebaceous (fatty)cysts & can probably be excised easily. They can usually move freely under the skin.
I don't know if they'd have to cut your hair at all.

Are they itchy? You might be allergic to your shampoo or any hair products you use. Try switching to something else to see if it improves.
