Um...why can't i keep warm?!
Question: seriously...i'm cold most of the time. Even when i wear layers, i get cold...
but it's not always, sometimes i'll 'suddenly' get really hot i dont get it
why? i'm 13 btw

The hypothalamus is the organ which detects body temperature. When you are too hot, it causes you to sweat and to cause the blood to rush to your skin. When you are cold, the blood drains from your skin and you stop sweating, and start shivering - this rapid muscle contraction generates heat, keeping you warm.
If there is something wrong with the hypothalamus - i.e. it is usnable to detect the temperature properly, or if the connection to it and the body (which causes the response) is faulty, then you will get messed up. Go to a doctor, and get it checked.
Have your thyroid checked.
Might be anemic.. see your doctor
You may just have poor blood circulation.
When you get hot it may be after you have eaten.
see your doc. you could have a metabolic disorder. they can check you thyroid.
