I know someone with this problem too.
It is probably poor circulation where enough blood isn't getting to their hands and their feet.
Are they very skinny? It could also be that they lack the necessary fat on their body to insulate them and keep them warm. Since the hands and feet at the extremeties they would feel the coldest compared to the rest of the body.
they could be hypothermic. or it could be bad blod circulation thourgh out there veins or artires. you should see a doctor. poor blood curculation could leed to serious problems or it could be a symptom of something more serious.
As the other postee suggested, it may be from poor circulation or I wonder if it's a sign (not to cause him or her to panic) diabetes. Your friend should really see his family dr asap.

I would guess that they either have poor circulation or they could have a circulatory disease that should be checked out by a doctor.
