Yes there can be a difference, dependant on how well vaginal stimulation is occuring. Also comfort level will determine whether or not one is better then the other for you and for your partner.

Not in all cases, both can do their share with engaging in the sexual act. For a male, if he's physically able, can stabilize the female on top of him as she "rides" him. The male can thrusts his penis in the girls vagina. And continue to do so in a rhythmic manner.
When a female is on the bottom, she can move around her pelvis slowly, giving the male an opportunity to feel a different pleasure brought on by the movement movements.

depends on the couple. if you're really good, you'll both do the same ammount of work.
if the guys on bottom, he's generally stronger and can help out. however, when the girls on bottom the guy can't really just sit down like the girl does when she's on top. therefore, the guy has to do 95% of the work when he's on top.

In all "seriousness," the person on top usually does do all the work because they are in a physical position in which they simply have more control. It's hard for the person to do much work when they are being somewhat pinned down by the person on top. Although, the person on top can certainly hold still and let the person on bottom do a little work, but when someone likes being on top typically it's b/c they can be in control of the movement and get themselves off the best. However, some people (like me) like being on bottom because they *don't* like being in control (or are lazy hah), plus being on bottom can feel more intimate, esp. for the girl, to be sort of "taken over" by their partner.
