The state buries it. They take a very low-cost casket and bury it in a public cemetery. No actual funeral; they just take the body and throw it in the ground.

In the UK, the next of kin can apply to social fund to cover cost of a funeral, if the next of kin is not in employment. If the next of kin is working and can not afford the costs, then the state will arrange a funeral and pay for the costs, but it will be very minimal. No flowers or anything like that and my uncle passed away and his daughters attended the service and said that there was other peoples funerals at the same time, so they do the service for maybe 5 other people.
If the next of kin is unemployed, the N.O.K would arrange the funeral as normal with the director and then the social fund would pay something like two thousand towards the costs, and the rest is to be paid by N.O.K.
If the person who died had say 3 children, and say 2 was employed and the other child was on the dole, the responsibilty would fall on the 2 who was working, and the social fund would not cover the costs. Only if the next of kin was not working and there was no other person the cost could fall on to.
