Cause when they are in the womb in fact you are a girl. Then your x and y chromosomes decide whether you are a girl or boy.
It's because when you are still a fetus you begin to develop in the womb. The male chromosome does not kick in right away so that is why men have nipples too.
as was said all fetuses start out as a female then change occurs,if it is to remain female the breasts will fill out.also i have read that men who are low on testosterone can make milk.my husband,God rest his soul,had to have his testicals removed due to cancer,he started a discharge from his nipples,fearing the worst he went to the dr.the dr told him by losing his testicles and not taking his pills to make up for the loss of testtosterone,he started milking.men have the milk ducts as well and if the male hormone drops low enough they can make milk.a woman can be flat chested and still make milk.the breasts are nothing but fatty tissue.

There's actually a book on this question that one of my friends said is really good. It's called "Why Do Men Have Nipples? Hundreds of Questions You'd Only Ask a Doctor After Your Third Martini." lol, But as far as I remember the explanation, it is as everyone else has said: that nipples are not a sex-linked gene and are formed before the y chromosome make its sex differentiations for a male.
