Even though they are condemned men or women, it's still considered cruel and unusual punishment to subject them to a possible infection. Weird, I know.

because it is illegal for a doctor not to strilise a needle. wether it be the lethal injection or not. and the fact that lots of people including the police are watching they must follow the rules. hope this helped
