that's because ur jacket protects u from the cold....once u remove it the thermo receptors present in ur skin detect the cold and hence u feel cold without it...

Body heat. Same idea with a blanket. Both hold air close to your body, and your body heat warms up that air. So you've got heated air around your body until you take off the jacket or get out from under the blanket.
A jacket also blocks wind outside from hitting your body.
because your comfortable temp is above what the room temp is and below the temp you feel with the jacket on.
