Yes, I worked for a Local Authority & did exactly that.
Just a couple of thoughts though, 1) You may be able to get your LA pension early by applying for early retirement. 2) If your work has made you sick, you might do well to talk to your trade union or an employment lawyer about getting recompense for the damage to your health.

Talk to personnel - I don't think this is a problem, but best you fully discuss it with them.

Yes you can. Your company cant sack you if you're signed off work due to sickness but if you want to resign thats fine.
Yes you can. Your employer must then continue to pay your sick pay untill the end of your notice.
Yes but as you are working for government wait until you have other employment to go to as you will continue to get your sick pay until then.
Yes, you certainly can, it won't be a problem though you may be offered other options by admin. and it would be wise to arrange a chat with them for your benefit. you've nothing to loose! By all means offer your resignation, it sounds like you've made your mind up.
