The scrotal sack contains muscles that help act as a temperature regulator that adjusts the location of the testes within the body.
As the temperature withing the testes rises, the muscles relax making the testes drop to allow air to cool them down to maintain the temperature. As the temperature drops, the muscles will contract, drawing them closer into the body so that the bodies core and help keep them warm

Because the sperm can only be produced at 2 degrees C lower (35 C) than the body temperature (37 C).
