It's not as simple as a number of pounds. Obesity (and normal/overweight/underweight for that matter) is defined using a tool called the BMI (Body Mass Index), which takes both height and weight into account. It's not a perfect tool--it's based on the average population--but it's a good starting place.

You're generally considered "Obese" when your BMI (Body Mass Index) is over 30. The BMI is calculated on both height and weight, so there's not a blanket "20 lbs over" or anything like that. Take a look at http://en.wikipedia.org/wiki/Body_mass_i... as they have a chart that shows the average BMI based on height and weight. You'll be able to see from there (based on your height) what your approximate BMI is. I say average because your actual BMI would be based on the measurement of fat (long story), so a higher or lower than average muscle mass and bone mass would make a difference in your actual BMI.
If you would like to know exactly what your BMI is, you can talk to a nutritionist, dietitian, doctor, personal trainer, or most professionals that deal with health and wellness. If they don't have the proper measuring device (typically a caliper), they can probably refer you to someone who does... We actually had ours checked in my high school gym class.
