Every time i go outside my eyes start watering, why is that?!

erm maybe coz the back, where the light reflects is very sensiive, and the tears help delfect some light perhaps? or does tht not make sense.
or maybe ur eyes are very sensitive to the atmospheric gases and substances eg pollution and just general gases and substance making up the atmosphere. tears are a kudrat of Allah, which instantly protect ur eyes by filming the surface (covering). otherwise the stuff ur sensitive or possibly allregic to could harm ur eyes. u need to get it checkd out then init!

Edit: seeing as it mostly happens in winter i could conclude that, the cold makes the gases or substances condense, and become heavier so that they come more to our level and affect u more. otheriwse in summer the particles would have mor kinetic energy, would be flying high and not near the ground, by us. those are my very simple theories using my limited knowledge.
either way, get it checked, u dont want to go too late and find ur eyes hav been damaged by somethign ur allergic too.

Could be the bright sunlight - if so, get some sunglasses or wear a hat. Could be allergies - though that is unlikely in the winter time.

In winter u could say your eyes start watering because its cold ..

In the summer ... i have no idea ... Maybe ur not used to the sunlight ?

The same thing happens to me, the only thing I can think of, sensitivity to light.Its worse in the winter because the sun is reflecting off of the snow , making it even brighter. I just wear sun glasses and that helps alot.By the way I love the smurfs,Your picture is cute.
