its the wind blowing in your eyes making you look all teary eyed. best bet when the wind blows is to wrap a scarf around your face or put on glasses.

You're not "crying", your eyes are just watering. That happens to me all the time. Just ignore it.
It means that your eyes are sensitive to the dehydration process . can you provide details about your water intake in cold weather and hot weather and whats your age height and weight and what is your location ?
