The first cause of symptoms you describe in girls the age you are is an urinary tract infection, something like urethritis or cystitis (a bladder infection). The fact that you go to the bathroom and can't pee is characteristic of urinary infections. An important question is if you have had sex recently, because in some girls after making love, if you don't go soon to the bathroom, sex can make grow some bacteria in your urinary tract, and precipitates an infection. I advice you to visit an MD, because those infections NEED treatment because complications like kidney disease, and for correct diagnosis and treatment you need an urine test. Hope it can helps.

You might have a urinary tract infection, especially if you have any burning when you do urinate. If you do have a UTI, it is common to feel like you have to pee and then not be able to go. Get it checked out with you doctor.
