Why can't we cry under water?!

because you need to breathe.

you can produce tears underwater, it just mixes in the water right away so you can't really see or feel the tears.

If you were wearing goggles and went underwater and cried, you'll well up the goggles. Just don't gasp.

there's already water on your surroundings so u can no longer create tears.

Because it's physically impossible just like licking your elbow.
