I would think this would depend on whether or not the person has always been deaf/blind and on the reason that they have that limitation. If a person is blind because of an eye deformity but the seeing part of the brain can still process images, I would think that they would "see" in their dreams, even if they are simply images. When a blind person receives sight for the first time, a lot of them say that a person looks more beautiful than they pictured. A person whose sight can be restored is someone whose brain can process images. Therefore, If they can process images, they do process some sort of imagery.

it probably depends if they were blind or deaf since birth or not.

If they could see/hear at one time then yes, my father became deaf but said he could hear in his dreams...if someone never heard or saw anything they have nothing to compare to so no point of reference even for a dream.

No, they unfortunately can't hear in their dreams well... not really. Physiologically they can't hear, it just isn't possible. In a dream they can't hear the outside world , but they would be able to hear sounds from their dream.
Keep in mind that a dream is all in our heads. Our brain is making everything happen. Our brain can make sounds in our dream but they won't be sounds from outside but rather that the brains creates for us. If a person can't hear in real life they can still "hear" in their dreams.
