Take your toothbrush and lightly brush it over the flakes on your lips to get rid of the flakes. Make sure you use the chapstick or vaseline on your lips at night. Don't lick your lips or chew on your lips, that causes the chapping. Make sure you drink enough water to stay hydrated so your lips don't dry out.

Carmex regularly and drink more water.
put vaseline on your lips then brush over your lips with a soft bristled brush to get the dead skin off.
reapply the vaseline.
Chap stick is pretty effective. Carmex works really well. Drink more water so you are hydrated from the inside out.
Neosporin Lip Treatment. It is marketed towards fever blisters, I think, but it works great for chapped lips. Good luck!

Saliva, only a quick fix though, vaseline I would say is the best.

then stop using chapstick or other products like it- they put exfoliants in there that just make it worse. Vaseline or Burt's bees products are just about all that are safe out there for that
Blistex in a tube...works in about an hour for me. I work in a freezer, and I get it all the time
I use neosporin because it is a medication made especially for healing. You can also use bag balm, vasoline, carmex, or blistex (it's medicated).
Petroleum Jelly. Really gooey and gross, but it works wonders.

Not exactly the fastest way, but if you're somewhere away from chap stick and your lips are stinging, rub your finger around your nose and forehead and then wipe the oil off your fingers onto your lips. I know it sounds nasty, but its your body's on moisturizer and it works perfect in an emergency. Much much better than licking them.
umm i use nevia its like chapsitck and lipgloss together and it hides ur chapped lips its reli good while its repairing them
