yes he/she can... but its often times better to see a therapist to tell them how you are feeing cause they are kind of like medication specialist...
Yes the Dr can prescribe depression meds.....some Therapists cant if they dont have the right degrees anyways
the treatment can be initiated by the family doctor and if no relief a therapist can be consulted.
