Yes your body will naturally adjust to the environment (within reason). People in warm or cold climates find their natural temp matches the outside, this is way you get eskimos wearing t-shirts in 0 degree weather, its just way above the minus 20 they are used to.
Basically its just exposure to the environment or food type in question. Helps to slowly build up to it (eg getting slightly hotter chilli each time), so that your body has time to adjust.

I'm sure eating spicy things is aquired. in some countries (like bhutan) the people eat peppers as vegetables just by themselves!! Also, in the north, people aren't as cold as someone from the south would be just caus they are used to it. The only way to gain a tolerance is to do something alot.

Yes, to a limit, of course. Some people have naturally greater tolerance or affinity for certain areas and thus a greater tolerance off the bat, or, less so; but you can slowly expose yourself to a slowly increasing amount of the chosen subject over time to increase your tolerance. Think of the old tale of the frog put in a pot of cold water: it could hop out at any time, but never notices the small change as the water slowly heats, until it's cooked. (Note both the lesson on tolerance -- take the pushing the limits slowly -- and the lesson on a finite limit: too much can hurt you, too!)
