My husband has a pea sized lump on his crinkly bit.I presume it is a pile.Yours is probably the same,If it was a skin tag it would be softer because it's just skin.
You might have external piles. If it becomes a real problem, see the doctor.
Sounds like a hemorrhoid, don't sweat it.
