We can... though it does vary somewhat between each girl and guy.
Obviously size of the respective opening and the respective member can have an impact on how "tight" the sensation feels.
Plus of course their is some variability in each womans muscles, and each mans sensativity at that spot on his penis.
And of course, to some women it feels good, which tends to make them instinctivly clench more and more noticably then a women who just does it for her man alone.
So yes. It can be done. It does feel awesome. Though how easily it's done or how awesome varies partner to partner.
Try it. You really can't hurt your partner with it. (unless somehow by some fluke you can open like beer caps with your womanhood... and in that case go on T.V. and make a mint)

They'll only be able to feel it if you're contracting them. You can give those muscles a "workout" by doing Kegel exercises, which especially help women who have given birth and need to regain strength in their pelvic area.
