Answers:
As a young person, you have no duty to report this!. However, if you can convince him to talk to an adult such as a teacher, a doctor, a counsellour, a school nurse, etc, THEY have a duty to report what they know to the authorities and get him the help he needs!.

The fact that he cuts/used to cut himself worries me!. Some people who cut themselves do this as a way to "bring themselves round," or make themselves feel more in the here and now, more grounded, if you will!. This detachment they are feeling can be a way of escaping the abuse they are experiencing!. So in other words, the beatings and domestic unhappiness he is experiencing may be forcing him to distance himself mentally, which he in turn tries to combat by cutting himself, hoping the pain and visual stimulation will "wake him up!."

Tell someone!.

In the long run, I know you won't regret it!. Sometimes the best things we can do is save our friends from themselves!.!.!. Even if they never say "thanks!."Www@Answer-Health@Com

if they still beat him tell him that he has too tell an adult , no matter how scared he is because from then on he can only be helped tell him to talk to a close family member about it because that's againstt the law & he'll be sent to counsouling about it ; & if he wont you have too you dont want him to get hurt i mean he may get madat you at first but he will forgive you when his life get's straightend out & his life gets better ; think about it !.Www@Answer-Health@Com
