Does anyone see the logic in the following Medicare policy?!

Question: Does anyone see the logic in the following Medicare policy!?
I just found out that Medicare has a rule that if your 65th birthday is on the first your Medicare coverage starts on the first of the previous month!. If your birthday is on any other date then coverage starts on the first of the same month!. I am just trying to understand the logic!. Any ideas!?Www@Answer-Health@Com

Answers:
You are eligible for coverage as soon as you are no longer 64 years of age or younger!. This happens at the very end of the day before your 65th birthday!. Medicare starts coverage at the beginning of a month!. So you are eligible for coverage at the beginning of the first month in which you will not be 64 or younger at the end of that month!.

This is why the old common law rule of age was that "for purposes of computing a person's age, one attains the age in question on the day prior to the anniversary of his birthdate" (Commonwealth v!. Hooks, 2007 WL 901762)!.Www@Answer-Health@Com

Nothing about Medicare makes much sense!. It is written by the government!.Www@Answer-Health@Com
