First of all, cigarettes are widely available and easy to carry around- very easy to use as many of them per day as you like!.
Therefore, you are free to puff all over the place!.
The hookah is not as mobile, but the tobacco is water cooled, thus allowing you to take deeper inhalations of smoke!. You won't realize how much more you can take in because of the water cooling!.
