You can file when wet or dry!. You are just as likely to damage healthy skin by filing when dry, as you can cause a friction burn!. The main thing is to do it little and often, and use a foot cream CCS or Gehwol , with urea in, regularly, to ensure you keep the skin soft!. This in turn will make removal of callus easier!.Www@Answer-Health@Com
When they are completely dry, and then massage something like CCS cream or a good hand cream into them!.
If you try to do it when they're wet, you just run the risk of damaging the soggy skin underneath!.Www@Answer-Health@Com

You can go either way!. I find after you towel off is the best time!. It gets any trouble spots very well!.Www@Answer-Health@Com
