Answers:
Chronic venous insufficiency is usually caused by poor circulation!. Veins have valves and with poor circulation the blood pools (varicose veins can occur) and with this stasis can develop ulceration!. A breakdown of skin tissue due to poor circulation will cause the ulcerations!. Usually located in the lower legs!.

This is especially true for those that are Diabetics, with heart or circulatory problems and those that have poor flow such as edema (excess fluid/swelling)!.

Many physicians will monitor blood flow and may prescribe anti-platelet coagulate medications to prevent such!.
