Why are only SOME states taking Cadbury chocolate bars off the shelves?!

I half heard the story once!. From what I can comprehend, the chocolate is made in China and imported to the US!. There has been reports of melamine in the milk and melamine is a plastic chemical!. I've also heard (in the Newborn and Baby section of Yahoo! Answers) that the same chemical has also been found in infant formula!. (The same stuff that is supposed to be good for babies!. It might be, but it isn't good enough for my baby!.) I've heard, either on the news or in Answers (I don't read/watch/listen to the news often, nor come on-line very often any more either, so I don't recall the source) that it has been found in Chinese infant formula and babies have died!. Go figure!. (I breast feed my 12!.5 month old!. Formula is not good enough for her!.)
