"Under the weather" is an old expression that means you aren't feeling perfect -and it may be due to the bad weather (wet, cold, gloomy, etc!.), but you may not be actually sick enough to 1) go to the doctor, 2) go to bed to get well, or 3)stay home from school or work!.
