Help, I have unidentified bug bites!?!

I can't figure out what is biting me!. I keep getting bite, it happened at the same time last year too!. I was thinking bed bugs but my boyfriend hasn't been bitten once, so then I was thinking flees because they can be picky eaters!. I don't see flees jumping around though!. The symptoms are very similar to flees, slightly raised hard bumps and intensely itchy! It's not scabies because I haven't been bitten once in between my toes or fingers!. Most bites are on my legs but I just got 3 new ones on my arms!. If it is flees how come I can't see them!? I have a cat who goes outside a lot but she doesn't ich while I see her inside the house!.
