It's kind of like working with fractions when you find the lowest common denominator and then multiply to "synch everything up!." In this case, it's really just a matter of moving the decimal point, but let's think of it as a fraction!.
I'm not sure from your abbreviation if your current result is in decIliters or decAliters, but the concept is the same!. I'll illustrate both!.
there are 10 deciliters in a liter, which means your current result is !.22/1!. You multiple 1x10 to convert deciliter to liter, so you have to also multipl the top number by 10, which gives you a result of 2!.2/1 or 2!.2 mg/L
On the other hand, there are 10 liters in a decaliter, which means you divide your !.22/1 by 10!. So, you'd end up with !.022 mg/L

One Liter (L) has 10 deciliters (dl)!. Which means that you are going to have to multiply the mg (milligram) number by 10 to get the mg/l number!.
