You do not have as many nerves on the whites (sclera) of the eye. Eye drops are properly placed in the corner of the eye, where the sclera is. If you put the drops over the cornea, you would feel discomfort, because there are many nerve sensors there. But that would not be correct procedure to do so.

Lack of pain in putting in drops is a sign the drops were instilled correctly (or the eye was missed entirely).
