I have real bad anxiety and panic attacks and my doc won't give me any medicine. Where can I get non prescription Lorazepam?

No-where. You could chance buying it off the internet, but 80% upwards of drugs purchased online are fakes, not to mention illegal.

There must be a reason your doctor won't give you the Lorazepam, they don't deny people medication for nothing. Lorazepam is not a nice drug to be on and is highly addictive. Have you discussed other treatment options with him/her?
