Question: Why don't scars grow out?
when skin grows why doesn't the scar tissue grow out and become replaced by regular skin?

Scar tissue is weird. It is different from other tissue in its growth properties. Damage to an area is responded to with different actions obviously than normal areas therefore it looks different. It can only be cleared after time with surgery which removes the damaged tissue.
