i heard that the testicles only produce sperm when they are at the ideal temp, and the appearance of the scrotum changes depending on the temperarute so what kind of appearance should it have when they are producing sperm?

They are always producing sperm. The fluctuation in temperature has to do with how many survive. When it's cold, your scrotum draws up, forcing your testicles closer to your body for warmth. When it's hot, they hang lower for cooling. One also hangs lower to prevent crushing or banging them together.
