Drawing salve is used when you have something like a splinter in your finger. It won't help an infection. So you are wasting your time if you do not have a foreign object, like a splinter, in your finger. If your finger is discolored chances are it is infected and you need to have a doctor look at it. Until you see the doctor try soaking it in some warm water with epson salts. Then apply an antibiotic ointment not a drawing salve. Neosporin or triple antibiotic ointment are two that are very good. Neosporin actually makes an ointment with pain relief in it. Soak it several times a day, apply the ointment and keep it covered with a band aid. If it doesn't start getting better in 2-3 days, or if it gets worse, go see your doctor.

I agree with the above. See a doctor this week. A doctor can do tests and find out what's wrong. Based on your description it could be a number of things.
Also, and although this isn't very common, but black spotches on the hands and other signs of illness can be a sign of chronic arsenic poising (which is toxic and deadly), perhaps from arsenic being in the drinking water. If you even suspect for a second after a little research on this...you must, without a doubt, see a doctor and call (or have your mom call would be more likely) the city government to have your water tested.
