There are two reasons for getting dizzy one is lack of blood to the brain. Had that been the case the doctor would have nailed that. The other is upsetting the balance sensors, like what happens on a fairground ride, or in motion sickness.
In order to have a smooth ride cars have a suspension system, which consists of springs and dampers. Without any suspension go over a bump and ouch, with just the spring it is ouch, ouch, ouch, as what the bump would do is make spring bounce the car, it is the damper that makes the ride smooth.
Similarly with us,the action of the sensors, which are in the ears,are dampened, so generally when you stop moving, even at quite high speeds, you are aware of being still.
No doubt your doctor has already investigated this aspect, but it might be worthwhile looking at it again, maybe see a different consultant. It is affecting your life and your chances of employment and so on, and think you should see if you can get a resolution.
By the way, water is good, you might consider drinking it.
