Question: Is 98/60 BP normal for a 5 feet adult?

No not really. The 98 is getting close to the high side but the bottom number is also low.
height isn't a big factor with a persons blood pressure though.
Be sure its being taken correctly and if your getting it done in a store, I wouldn't put a lot into them. Ask a doctor or clinic.
