Why are my legs still scale-y looking?!

Question: Why are my legs still scale-y looking?

I just put on lotion after getting out of the shower, and my legs are still just as scale-y looking as they were before I put lotion on. Before I even got IN the shower.. Why is this? And how can I make them look pretty and smooth?
