I can hear that high-pitched buzzing noise when someone turns the tv on (even when it's muted or in video mode). I know not everyone can hear this, so I was wondering what's the rough percentage of people who can?

Not a percentage, but I can. I also hear it when my lamp is on or when it's dead quiet. It's because after the age of 18, your hearing changes and you can't hear high pitched noises.
I think in my psychology class, I remember learning that younger people can hear this. As you grow older, something about your hearing changes and you are no longer to hear the high pitched tv sound. I can't remember exactly.
