No. and yes.

The nerves are protected by bone and by a lot of tissue, also they are bathed in a cushioning fluid. So the only way they can be touched, is by suffering some sort of trauma.

Trauma to the brain stem is lethal, trauma to the spinal cord and nerves can cause permanent disability.
Any penetrating trauma can introduce infection as well which could be very bad and perhaps deadly.

First, You can't just 'touch' the nerves or vertebrae without surgically opened it.
Second, You can't kill a person if you just 'touch' the nerves.. otherwise all the neuro surgeons in this world would ended up in jails.

However, injuring the nerves can/will cause bodily harm and even fatality to the person. That is why all major nerves are protected by thick strong calcified tissues of what we call as bones or in this case the vertebraes. As with any types of accident, any kind of physical impact given to these bones and causes it to break may ended up injuring the nerves inside.

So be careful of each other.. humans are pretty numb-skull sometimes.. they don't realized among all the living things in this world, we are one of the most fragile.

Well, surgeons sometimes have to touch them, so a simple touch is not in itself fatal. Severing the brainstem is, and severing the spinal cord at different points causes loss of various (descending) functions.
