How safe is it to get a breast reduction?!

And how much does it typically cost & does medical insurance cover it? Are there any risks? I am a 34C, but a slender person. I know some women would absolutely kill to have my boobs, but I hate them. Guys always stare & I wonder if guys date me literally for my breasts. Most people of my size (110 pounds, 5'3") would be a B cup if not an A. It's hard to find clothes that fit properly & not have huge cleavage. I'm 23 and getting weary of it.. It even hurts a bit to exercise because of their size.. Ugh. I'm curious about breast reduction, but I'm not very educated on the subject. Thanks for input!
