Codeine is a narcotic/controlled substance according to the U.S Controlled Substances Act. As such, no pharmacy is allowed to dispense it without a written prescription from a licensed physician. There is no such thing as a legal "over the counter" narcotic. If it was over the counter, it would not be controlled.
