No that's very abnormal.
But if you're 16, have the other signs of puberty, & naturally dont have pubic hair that's a gift from god.
If you are a girl, have you started to menstruate? If you are a boy, do you see any other signs of puberty? (See article referenced below.)
Pubic hair is a secondary sexual characteristic and usually arrives just before the other signs of puberty. If everything else is developing as expected, be happy not to have extra hair. But if puberty is not starting, you may want to check with your doctor. There are some late bloomers!
