Question: Can I call social services for this?
I live in a town home so we have dumpsters to throw away our trash. Today about seven minutes ago I saw two boys searching through the dumpster, and I was thinking maybe they don't get any care or a lot of food. I am not doing this to be mean or say what bad parents they have I just know that you can get a lot of diseases or get hurt in a dumpster its not clean. I do know where one of the boys live.

How old were they? They could have just been playing. I'd either talk to the kids and tell them it is dangerous, or talk to the parents and let them know their kids have been playing in the dumpster, and that it's dangerous.
Then you might be able to get a gauge for whether or not the parents are taking care of the kids and know whether it's a situation for social services.
Or, offer the kids food. If they act like they haven't eaten in a week, maybe they haven't and you should call.
