Answers:
To be honest, it looks like the tube to the bottom of a bulk, 'Zep' soap refill. The liquid soap is in a bag, with a tube (identical to your pic). It is placed in the refillable container so that companies don't need to keep buying new containers or bars of soap for thier customers. I have one at home. The orange piece on the end clips into a slot to assist holding the bag in it's place until it's empty. They are easily pulled off. I know this because I have one at home and my son keep ripping them off to make mini-sling shots =S
