The anesthesiologist will not make any adjustments based on having previously smoked marijuana, if it isn't active in your system.
So other than the usual risks associated with general anesthesia (which include death) having 'smoked' will not change the results.
I would have to recommend not smoking certainly the day of the surgery, but also abstaining from now till the procedure.
Yes you can have complications from pot. You need to tell your anesthesiologist about this.
The doctors generally don't report anything like this to the police. They only report something if someone was hurt by someone else. Doctors will only report things like attempted murder, rape, battery, stalking, that sort of stuff.
At the very least, just tell your anesthaesiologist they should know any mind altering chemicals, because it's unlikely, but there's a chance it'll get messed up because of your weed use.

you need to let the doctors know as they will make the necessary adjustments. anesthesia is dangerous anyway so be totally Honest with them.
