Who do the paramedics handcuff people in medical situations?

I remember when I overdosed on pills, trying to commit suicide, & I was knocked out cold, & I woke up in handcuffs. & one time when I was really young, my foster dad had pneumonia & was having a seizure & had a massive stroke & died, & they put him in handcuffs during his seizure.

I think that's pretty cruel to put an ill person in handcuffs.

I think you are confusing "hand cuffs" with "wrists restraints" as we prefer to call them in the health care Profession. Both situations that you mentioned sounds adequate for the use of restraints.
First you said you overdosed on pills, well people react differently when under the influence of medications, so as a precaution and for safety reasons, patients are often restrained, not handcuffed, there is a difference.
About the Seizure incident again, during that time the patient can easily hurt themselves and those around, so the paramedics "restrain" the patient to keep the patient safe. Both situations called for safety measures and this is one way to make sure of that.
I am sorry if it seems cruel. But is a safety measure.
