Dharamsala would be among the best places on the planet to start but I wouldn't expect that you are just going to jump right into tantra without a firm basis in the sutra explanations of renunciation, bodhicitta and wisdom. Gradually, one can move toward the tantra teachings with constant familiarization of its prerequisites - principal among them ethics, concentration, and wisdom. Were one to be consistent enough in practice and study to generate the wish for enlightenment in their mental continuum, they should then seek a qualified Mahayana spiritual guide and make effort to take the bodhisattva vows. With this engaged intention, one can then truly practice the perfection of generosity, patience, perseverance, effort, meditative stabilization and wisdom and sincerely try and uproot the self-cherishing attitude and self-grasping ignorance that is the basis of all the erroneous action that keeps us bound to the wheel of cyclic existence.
