Strange bug bites??? Itchy!!?

My boyfriend and I had just recently moved into an apartment and have notice that we are getting bit by something. They are little red bumps that appear usually where our undercloaths or tight clothing is worn. they itch like crazy and we have no ideal what they are. I have sprayed our apt with a common bug spray but that didnt help. any ideals as to what these are or how to get rid of them?? PLEASE HELP!!!
